The Los Santos map is not merely scenery with coloured areas. Territories can be taken, lost and recovered, and one figure determines whether the final mission becomes available.

Gang warfare is the second San Andreas feature, after stats, that no later main entry adopted. Los Santos is divided into neighbourhoods that are taken from rivals rather than unlocked through story progress.
A common misconception is that territory is required for 100% completion. It is not. It is required for something more important, and commonly explains why the game appears stuck before the finale.
The full system is explained below in the order encountered during the story.
Conquering territory is not required for 100% completion. It is required for something else: 35% of territories must be held before the final story mission End of the Line begins.
These requirements are often confused. A player who has completed every available mission but cannot start the finale usually has too little territory, not a damaged save.
Return to Los Santos and conquer territory until the indicator exceeds 35%; the mission then appears automatically.
Three points in the story that determine it
Before this mission, conquering territory is impossible because the system is inactive.
It is an early Sweet mission, so territory becomes available fairly early.
The story's central break takes everything from CJ, including territory warfare. The system is unavailable throughout the middle section outside Los Santos.
This is deliberate, not an error: the game removes the neighbourhood CJ had protected.
Conquering territory becomes active again only after returning to Los Santos and remains available until the end.
This begins the part most strongly associated with San Andreas.
The same four steps every time
Enemy neighbourhoods are coloured on the map. Simply enter one.
After the third enemy falls, the game announces a territory battle. Before then it is an ordinary firefight.
Three waves follow, with stronger weapons each time. The first uses pistols and small SMGs; later waves use MP5s and AK-47s.
After the third wave, the territory passes to Grove Street Families and their members patrol it.
Rivals retake neighbourhoods. Defence has one wave rather than three, but occurs at a time you cannot choose, often during another activity.
Failing loses both the neighbourhood and its associated respect, so the loss counts twice.
If occupied by a mission or far away, allowing a neighbourhood to fall and retaking it later is reasonable. Do not split your attention.
Every held territory provides six per cent respect, by far the fastest way to raise the stat.
An additional ongoing bonus applies, so held territories provide value without further fighting.
Cash appears for collection in held territories. With many neighbourhoods, this becomes steady mission-free income.
Grove Street members in friendly territory can be recruited, and travelling through it is substantially safer.

The game has nine gang factions, but territory warfare involves only these three and only Los Santos. San Fierro and Las Venturas cannot be conquered.

After Doberman. The Green Sabre disables the system for the middle section, and Home Coming, CJ's return to Los Santos, restores it.
