Story and contact missions
Complete all required story branches and the missions from contacts that appear as separate icons on the map.

The credits are not the end. A 100% save requires the story, businesses, side services, collectibles and one-off challenges.
Keep your own record from the start. For some activities, the game does not show exactly which specific item is missing; searching afterwards for the last package or jump is considerably slower.
Categories to complete systematically
Complete all required story branches and the missions from contacts that appear as separate icons on the map.
Buy the required properties and complete their chains. Do not mistake a purchased safehouse for a completed profitable business.
Record each package against a numbered map. Rewards unlock after every ten, and all 100 count towards completion.
Timed challenges with a specified weapon and target. If you activate one and fail it, return to the same place later.
The game must explicitly confirm success. Simply crossing the ramp is not enough; the trajectory and landing matter.
Complete service missions in one continuous sequence up to the required level. An interruption usually means starting again.
Long-term statistics and specific races or checkpoints also count. Check the Stats menu.
Visiting the activity is not enough; you need the required score or completion of all relevant stadium events.
The most commonly missed items
Compare the package, Rampage and jump totals with the checklist. Do not guess from the map what you probably completed.
A purchased building may look complete, but it does not generate money until its condition has been met.
It is easy to mistake one-off scores and events for optional entertainment.
A save created with another version of the main script may have different progress flags. Use a consistent installation for a 100% run.

No. Cheats are not a completion requirement, and it is better not to use them during a clean 100% playthrough.
